SANZAF BURSARY PROGRAMME FOR 2018

Image result for SANZAF

This brief article is meant to highlight and conscientise the applicant and the applicant’s family as to who may apply and qualifies for a SANZAF Zakah Bursary. It is meant to raise moral / ethical issues in the hearts and minds of the applicant and the applicant’s family.

However, as the onus or burden of proof for eligibility to receive Zakah rests with the applicant and the applicant’s family, it is important that both the applicant and the applicant’s family read and understand the content of this document before submitting an application form. We apologise in advance if we offend anyone in the process.

To begin with, let it be known that the South African National Zakah Fund (SANZAF) is committed to the upliftment and empowerment of the community. This objective is realised through several developmental programmes undertaken by us. However, the primary target group in this regard are those that society in general have forgotten or neglected and who are generally described a “poverty stricken” individuals / families, i.e. the unemployed, those with menial or low paying jobs and those with insufficient income.

Also, the Shariah has identified eight categories of recipients of Zakah, namely:

  1. The Poor
  2. The Needy
  3. The Administrators of Zakah
  4. The Reverts
  5. Those in Debt
  6. Those in Bondage
  7. Those (striving) in the path of Allah
  8. The Wayfarer

The English translations above give a general sense, rather than the specific intent, of who the Shariah intended to benefit through the institution of Zakah. To that end, only some of the above categories may qualify for a SANZAF bursary, viz.:

The Poor:
Generally, those that are unemployed (due to unavailability of work or an inability to secure work due to a lack of skills). It will not include for example, people who can work or have work opportunities – even if unrelated to their skills set or professions. For example, people unwilling to take up some of other form of employment due to pride or an unemployed carpenter unwilling to take up employment as a driver or an unemployed accountant unwilling to take up employment as a cashier, etc.

The Needy:
Generally, those that are employed, even as professionals, but whose income is insufficient to cover basic living expenses. However, while the Shariah makes an allowance for basic necessities to be exempt from Zakah, for example; a home, mode of transport, furniture, clothing, etc. it also balances the need to own and acquire assets by urging moderation, non-extravagance and living within ones means. The latter may include planning for the likes of education or other eventualities at the expense of luxuries and conveniences etc.

Those in Debt:
Generally, those who through circumstances beyond their control, find themselves in debt and are unable to settle same from existing assets, even if it means selling personal assets. Usually one who is faced with the prospect of a legal challenge that will render one insolvent.

Zakah is by design an outright grant, i.e. it is not a loan that needs to be re-paid. Therefore, one cannot justify ‘borrowing’ Zakah with the intent of paying it back later without taking the necessary steps to ensure that one qualifies for Zakah in the first place. However, while there is no obligation to repay Zakah, one may voluntarily ‘re-pay’ it or contribute to such a fund if one so wishes. The nature or intention of any such ‘repayment’ will be judged by Allah.

LEARN HOW TO DRIVE VIA ONLINE

Image result for LEARN HOW TO DRIVE VIA ONLINE

Do you want to get your driver’s licence? Or does the thought of being behind the wheel scare you? Fight your fears and enhance every area of your life through this essential skill.

In your social circle having the ability to drive gives you access to more places and experiences. In the business world having a driver’s licence could help you clinch your next job.

Learning how to drive can also be a major confidence booster and a step towards independence.

In order to become a legal driver you will first need to obtain your learner’s licence. Only individuals who are 17 years and older can apply for the learners test at the nearest traffic department.

Applicants are required to have an official South African identity document, two ID-sized black and white photographs and will be expected to pay an application fee. Once you have submitted your form, you will be given a date for your test.

In order to pass your learner’s test you need to study and understand the rules of the road, road markings, road signs and the controls of a vehicle.

According to the Western Cape Government website you can study in one or more of the following ways:

· Study the K53 book , which you can buy or borrow from one our public libraries.
· When you are out and about, try to properly identify road markings and signs. Don’t be afraid to ask a driver to explain a rule or road sign.

· Go over practice test papers and mock tests that are available online.

Once you have your learner’s licence, you may drive the type of vehicle that your licence is valid for, but you need to have a licensed driver with you at all times.

Your learner’s licence will be valid for two years during which time you will need to learn to drive and book your drivers licence appointment.

Bookings must sometimes be made well in advance as some traffic departments have long waiting lists due to high volumes of applications.

You will be permitted to apply for your licence exam as many times as you want during the two years, however you will be required to a pay an application fee for every appointment.

You will also need to ensure that the vehicle used for the test is roadworthy.

This assessment can be extremely stressful, but if you do not pass your learner’s or driver’s licence the first time don’t give up.

Call or visit your local traffic department to get information about the application process or read more about applying for your learner’s licence.

HOW TO SUBMIT LATE APPLICATIONS TO UNIVERSITIES AND TVET COLLEGES IN 2018

The Central Applications Clearing House (CACH) online application service for matriculants, who struggled to secure a place at the educational institution of their choice, will open from 5 January – 28 February 2018.

CACH services are particularly useful for applicants who applied for admission to a university or college in time, but have not been offered a place or their programme of choice.

t can also be useful for prospective students who achieved better than expected results, and now wish to access a different course or university or Technical and Vocational Education and Training (TVET) college.

Students who missed the application window period for one reason or the other can also use CACH services.

CACH was established in 2013 in response to the large number of applicants seeking entry to the Post School Education and Training (PSET) sector in January, when most universities have closed their application process.

It is provided by the Department of Higher Education and Training as a service that is free to both applicants and institutions.

Now in its fifth year, CACH has attracted 18 329 applicants.

A survey taken on 10 087 applicants in March 2016 revealed that 33% (3 328) of students had found a place in PSET or employment since contacting CACH.

A survey taken of 11 770 applicants in March 2017 revealed that 37.3% (4 390) of students had found a place in PSET, or employment since contacting CACH.

This reflects an increase of 1 062 learners finding a place in the PSET sector. The increase is an indication of the positive impact of CACH.

Registration can be done on CACH’s website: http://cach.dhet.gov.za.

Alternatively, prospective students can call the toll-free call centre number on 0860 35 66 35 from 8am to 8pm

CACH is also contactable via standard SMS (name and ID) to 49200 or by email: CACH@dhet.gov.za.

Central Application Service

Meanwhile, the Department of Higher Education and Training (DHET) has recently approved a policy for the establishment of a Central Application Service (CAS) for PSET.

The policy is an initial step in the legislative process to establish a one-stop online application system for students to access multiple institutions without the need to queue at those institutions.

CAS is aimed at streamlining and simplifying the application and admissions process.

The new system will allow applicants to use the system for a range of tasks such as investigating opportunities, preparing, submitting and changing applications, and considering and accepting offers.

The CAS system will prepare application cycles, capture off-line applications, check and submit applications, communicate with applicants, resolve queries and refer rejected applicants to other opportunities.

PSET institutions will prepare programme data, receive applications, select and make offers, and register and admit students.

The main users of the system will be all entering undergraduates, who can apply for academic programmes, as specified by individual institutions.

It is envisaged that the CAS will become fully operational in 2024 for 2025 applications. – SAnews.gov.za

Dear Unisa Student

In December 2017, President Zuma announced increased funding through the National Student Financial Aid Scheme (NSFAS) for first-time entering TVET college or university students from South African households with a combined annual income of up to R350 000.

What does this mean?

images-1

  • If you are a first-time entering student, and your application for the 2018 NSFAS funding is approved, NSFAS will pay your 2018 student fees to Unisa.
  • If you are an existing NSFAS grantee, your NSFAS loan will be converted to a grant (bursary) that does not need to be re-paid to NSFAS.
  • If you are an existing student but are not a NSFAS grantee, you will need to pay your own student fees.

Although the threshold to qualify for NSFAS assistance has been increased from R122 000 to R350 000, this only applies to new students (not returning students) in 2018. The extended funding (for a returning student with a combined annual household income of less than R350 000) will be phased in over the next five years.

What is a combined annual household income?

This is the total income earned by the student and his or her direct family (spouse, mother, father or legal guardian) in the form of wages, salaries, grants, pensions or other sources of income, including rental or business income.

The gross combined annual household income (income before deductions) may not exceed R350 000 per annum.

Who should apply?

You may apply for the extended 2018 NSFAS grant if

  • you are registering at Unisa for the first time for an undergraduate qualification.
  • you have never before registered for any formal qualification at any other higher education institution.
  • you are a South African citizen (with a South African ID).
  • your combined annual household income does not exceed R350 000 per annum.

Who should not apply?

  • Students with a combined annual household income of more than R350 000 per annum.
  • Students who have already applied for and qualify for NSFAS funding for the 2018 academic year.*Students who have previously received NSFAS funding or who qualify for NSFAS funding for the 2018 academic year will have their loans converted to grants.
  • Students who have previously registered for any formal qualification at any higher education institution. This includes all re-registering Unisa students.
